We should have a online portal for Jobs. People who do not have any job can apply there. Only condition that when they apply they have to take the job whatever is offered to them. Minimum compensation can be fixed at 7000 per month. This will be for total jobless and helpless people. Others having job elsewhere cannot apply. Special category for differently able person should also be there.
This will help to resolve the issue of unavailability of unemployment data in unorganized sector. Country can declare 100% employment.
