H1 bids are being invited for providing service and generating revenue out of those service
Pvt companies and other PSUs are free to quote that how much revenue they can generate by providing various services

It's about sharing of expertise and focussing on your core strenghth at the same time.

A public–private partnership (PPP, 3P, or P3) is a cooperative arrangement between two or more public and private sectors, typically of a long-term nature. In other words, it involves government(s) and business(es) that work together to complete a project and/or to provide services to the population

Entrepreneurship is being promoted and jobs will be generated. Also at the same time getting best of both worlds

If you want a operating system or a software you approach big software companies.....A manufacturing company does not start building a software from scratch......Likewise we collaborate to get better services by helping each other

We have PPP model working for airports for more than 15 years and has greatly changed the way Airports function and there has been no sale of Govt assets.
